CMSD Transformation Plan

The Cleveland Metropolitan School District's Transformation Plan is a bold plan to transform the Cleveland Metropolitan School District. It is a plan driven by research and best practices in student achievement and in school reform initiatives calling for fundamental, system-wide changes in our schools.

The Plan is based on three foundation-funded assessments of CMDS's specialty programs, turn-around strategies and facilities. Community forums held at schools throughout the city were useful in gathering input for school-by-school recommendations. The final transformation plan is based not only on that collaborative effort, but also on objective, data-based research undertaken by the District's Strategic Development Initiative, funded by the Cleveland Foundation and the George Gund Foundation.

That integrated process involved three highly-respected consulting firms that took an objective, fact-based look at where our schools are today and identified "pockets of success" on which we can build for the future of all of our schools.

Input from a 17-member Community Advisory Committee that included parents, educators, community leaders and public officials was extremely helpful to consultants who created the foundation for the plan.

    benchmark comparisons and stakeholder perspectives
  • CMSD SDI Steering Committee 2 - Included preliminary findings from Education First Consulting and high level 
    overview of structure of Decision Support Tool (informed by benchmarks)
  • CMSD SDI Steering Committee 3 - Final Phase 1 Steering Committee. Outlines recommended decision 
    process, shares input from Advisory Committee, Outlines final criteria and preliminary total scores by school, 
    and summarizes stakeholder engagement
  • Decision Offsite Prep Materials - Outlines early transformation framework, potential barriers to
    transformation (e.g. union contract), and the process for making decision at offsite (including a checklist for when 
    a school should be considered for closing) 
  • Decision Support Tool Detailed Back-up - Includes the critiera and methodology (eg, cut offs) for the scoring tool, 
    detailed information on each neighborhood (map, scoring tool output, etc.), Master Plan Information, 4 year history 
    of report card ratings, and additional school data (yr built, maint. cost, special programs, etc.) 
  • Scoring Tool Raw Data (Excel File) - Contains the raw data used to calculate the scores (actual PI, Conditions 
    For Learning Survey Percentages, Enrollment and Capacity, etc.) 
  • Summary of Research and Academic Fact Base - Comprehensive Collection of research that was used to develop 
    the High School and K-8 academic strategies. Also includes early overview of plan with areas where progress has 
    been made on current academic reforms and proposed priorities going forward
  • Update on the CMSD Transformation Plan that provides further details, including
    consistent themes raised during community meetings, forums and Board of Education meetings held between 
    Jan. 5, 1020 and Feb. 9, 2010.  As CMSD and the Board proceed through the remainder of the community meetings, 
    this document will be updated to reflect the District's latest thinking on the implementation of the Transformation.

 Board of Education Community Meetings for Transformation Plan
 The CMSD Board of Education selected Appreciative Inquiry process to enable supporters of the Cleveland
 Metropolitan School District the opportunity to collectively provide input on the draft Transformation Plan.
 The BOE will review all input from each community meeting in determining final recommendations for the
 final Transformation Plan document.
